Four key points were distilled from the responses:
● "Functional label food" is expected to be justified. The National Health and Health Commission has been organizing research on food claim policies, regulations and management mechanisms to explore the construction and improvement of food claim management systems. Regarding the claim and management of "functional label food", it is in the development stage.
● Small scale pilot in Heilongjiang Province, the Health and Health Commission research believes that Heilongjiang province has a good foundation for the food industry, rich resources of food and Chinese medicinal materials, local attention to the development of the food industry and other characteristics, to carry out relevant pilot work has a good condition
Starting from food and drug substances, explore the use of "food digital labels" to reflect the "health label", is promoting pilot.
●106 kinds of food and drug substances are expected to become the test stone of "functional label food", through the pilot in Heilongjiang, explore a new way to create a "functional label food" model, explore experience and provide reference for national promotion.
1. What is the significance of digital food labels?
The food digital label can display the detailed information of the food through digital means such as two-dimensional code, which provides consumers with a more convenient way to obtain information.
It can provide more information limited by traditional label layout, such as page magnification, voice reading, video explanation, etc., to meet the reading needs of different consumers and improve the reading experience and convenience.

2. What are the legitimate function claims of existing food?
Food includes ordinary food and special food.
● Common foods are also claimed, the national standard allows the nutrition content of food to be claimed, referring to the "Food Safety National Standard for pre-packaged food nutrition labeling" (GB 28050-2011), Appendix D energy and nutrition content function claim standard terms, for example, food rich in vitamin D can claim that vitamin D can promote calcium absorption; Vitamin D contributes to healthy bones and teeth; Vitamin D helps build bones. Common foods rich in magnesium can also claim that magnesium is an important component of energy metabolism, tissue formation and bone development;
There are 24 such claims in Appendix D of GB 28050-2011, the terms of which can be used directly. In fact, these claims require data support, are easy to crack down on and complain about, and companies do not use them as much as possible in order to reduce risks.
● Health food clearly has 24 exclusive functions; According to the Regulations on the Implementation of the Food Safety Law, food other than health food may not claim to have health functions. It means 24 kinds of health functions, which is the exclusive function of the health food marked by the blue hat.
